A comprehensive food manufacturing cluster study undertaken by the City of Greater Bendigo identified the potential for strategically developed food manufacturing in Bendigo, through a dedicated food manufacturing precinct fostering an innovative food cluster.

The 30 hectare Wellsford Estate was then re-zoned as the precinct, capitalising on the concept's opportunities.
